Is there an add on for color selection for an image, for example I have a color card and I would like to make it so that a color can be clicked on.

There's an addon called Color Swatches

 

But the description implies that it uses multiple smaller images that switch on a mouseover.

 

To use your own image like the one you posted you'll need to create an "image map" as previously stated.
