How to Correctly Set up a Dev Site

Hello all...I have a "live" site on my server that is working pretty good. I now want to duplicate it to a "development" copy on my server so I can make future changes on it instead of the live site. I would like to copy the MySQL data too because I've already entered a hundred or so products. Before I set out on this, I want to run by what I see as the correct steps to doing so:

1) Copy entire "live" directory to a "dev" directory.

2) Modify both configure.php files

3) Backup the "live" MySQL database

4) Rename the "live" MySQL database and restore it to my "dev" database

I'm sure I'm missing something. Any help is greatly appreciated.

I think your not missing something. But make sure if you backup the DB the SQL file doesn't point / creates in the original db.

I think I left a step out....I opened the Admin section on my newly copied "dev" site, and it's missing the Polls, Administrators, and PayPal IPN links on the left side! Not sure why it could be missing since I copied everything from the "live" site and just renamed it to "dev". Same thing with the MySQL databases--backed it up and restored it under a different name.
