Try this:

$categories_string .= tep_image(DIR_WS_IMAGES . $tree[$counter]['image'], $tree[$counter]['name'], '50', '50') . ' ' . $tree[$counter]['name'];

 

Numbers 50, 50 indicate width and height of the images, change them as you like or use just one to set either width or height or, if you want to have an admin setting, you can use eg HEADING_IMAGE_HEIGHT, HEADING_IMAGE_WIDTH so you get that settings for the display
