change navigation bar bacground color

I allready change the following:

TR.header {

background: #800000;

}

 

TR.headerNavigation {

background:#800000;

}

 

TD.headerNavigation {

font-family: Verdana, Arial, sans-serif;

font-size: 10px;

background:#800000;

color: #ffffff;

font-weight : bold;

}

but the nav background is not changing.

Can please anybody help?

my question is why it is not changing and what should I do to change it.
