Help with "Shipping Zone" when Using table Rates Showing Only Florida (?)

Hello everyone, i'm currently trying to start a new oscommerce store. I used a predesigned template. I'm trying to have make Table Shipping Rates only to One State but it only shows Florida under the Shipping Zone Option. I tried everything and I cant figure out how to add all states and all regions to the drop down menu. Any Help is appreciated.

UPDATE: o K I FIXED IT ! BUt now i would like to add "city Rates" i downloaded a module but is working only with states, not cities. any help is appreciated
