If you do a Google search for "new indian rupee html code" you will get a few work arounds to try - bookmark the search and you'll get the proper code as soon as it arrives

My store is currently running Phoenix 1.0.3.0

I'm currently working on 1.0.7.2 and hope to get it live before 1.0.8.0 arrives (maybe 🙄 )

I used to have a list of add-ons here but I've found that with the ones that supporters of Phoenix get any other add-ons are not really neccessary

It will probably be a while before standards bodies assign an HTML entity code (like €) -- I don't even know if the Unicode Consortium has yet formally assigned a UTF-16 value (so you could use nnnn; value). Even after that happens, the various companies that provide fonts for browsers will have to get around to updating the font files and pushing them out, and users will have to update their browser support files for the new fonts. In other words, it ain't gonna happen overnight, and support may be confined to various Indian language/alphabet packs for quite a while -- don't expect just any PC in the world to support the new Rupee sign.

 

I don't see why you couldn't change it to an image of some sort. Instead of "Rs." it might be something like "<img src=\"http://yoursite.com/images/rupee.gif\" />" (the image file is stored on your site). Be aware that a given image will work well for only a narrow range of font sizes, so don't expect it to work just anywhere in your store. You will need to check that all font sizes where this symbol will be used are pretty close in size.
