Cannot connect to Administration

Hello.

 

I had several changes I wanted to make to my store. Since the version I had was one of the older ones, I decided to just re-do the entire site. Downloaded this version: "oscommerce-2.2rc2a." Now I cannot get to the administration end. I get the following:

 

 

 

From what I can tell so far, the front end appears to be okay, but this back end is not cooperating with me.

 

Will continue to see if I can figure this out myself, but any help offered would be most appreciated.

Look in your /catalog/admin/includes directory for a file called application_top.php

 

Is it there? If it is, what permissions does it have?
