Relatively simple to do as well, you can download a CSS version of that menu from here: http://www.stunicholls.com/menu/pro_dropdown_2.html You can then customise it to suit your navigation needs/links and drop it into the template header. The actual graphics with the cars and flag are coded in flash for some reason, they don't seem to do anything either, just a static image, might as well be a flat jpeg.
