Uh, what is the problem you're trying to solve here? You really shouldn't have HTTP_SERVER as http://127.0.0.1 except under unusual circumstances (such as experimenting on a standalone XAMPP/WAMP PC installation with no Web connection). The DB server on some installations should be localhost (again, 127.0.0.1 on a test PC), but on others should be a server name.

 

Your instructions are very misleading and should be updated to explain under exactly what circumstances they should be used. Otherwise, you'll just lead ignorant people astray.
