Paypal Loop

I have paypal express & pro modules active.

I have the API info set up as stated.

transaction method is sale, transaction server live & payment zone is NC.

It seems that it should be working, but it doesnt come up as a payment method.

I get the express button and click thru into paypal. I get ready to pay & it sends me back to the check payment method page on my cart.

Any ideas what would be wrong?
