First Category cannot be changed

I have some wired bug on my oscommerce site.

 

when I try to change the first made first sorted category, the whole site's page's layout, table sturcture would be messed up.

 

renaming it is OK.

but delete, delete after making empty, change sort no. to later (ex. 100 to 200)

or even when i create new category with sort number before than that.

 

Have you ever seen or solved this kind problem, let me know the solution.
