They key thing here is to make sure that your PHP/MYSQL tools and servers are properly functioning before installing OSC. I have had problems with some earlier versions of PHP/MySQL and Win 2k, the problems were not related to PHP or Mysql but to Win2k and it's associated servers. For example, MysQL and Exchange dont like to play nice together in the sandbox. Exchange wants all of the new toys. So you may need to check your environment BEFORE hand.
