Min order Fee Except for Certain Products?

I sell a product that comes in 25, 100 500 and 1000 packages

 

I would like to have a min order fee on the 500 packs but not the 25 and 100 packs. And to avoid having someone order 5 100 packs to bypass the min order fee I will install (if there is one) limit qty add on.

 

ANy tips?
