It has been over 3 years since I used PayPal as a payment method but, when I did it would return only approved payments, then Oscommerce would generate the order, with the customers "Billing Info" switched to that of what was used with PayPal. However, it did not report purchase attempts that were denied, you could only find that info in your PayPal account. To me this was vital info because scammers would make a single account then try and pay for it with multiple paypal accounts until one went through. Once it did, you would have no knowledge of the other failed attempts unless you logged into PayPal and checked. That said, the PayPal IPN Module may have changed over the years. As for other payment processors its almost a given that they have some sort of listener so Oscommerce can actually process the order. Oscommerce supports a crap ton of payment modules. Depending on the actual action you are looking for from the listener, the short answer is yes Oscommerce uses listeners as I understand them.
