how do make all headers consistent ?

hi all,

i have some hard time trying to configure my headers to look identical on the picture illustration below.

As you can see on the bottom illustration, i would like to make my Instructions page header to be similar to the About Us Page which is the shipping.php file.

As you can see for instructions.php , the top brown strip is thinner then the about us page and the text 'instructions' is outside the strip.

would like to make it similar to the about us page.

i have posted both codes below for your reference. hope someone can help me out with this.

First, you are using a template with unnecssarily convoluted code which is not standard osCommerce. It is an eye sore just trying to read it.

This line:

<table cellpadding="0" cellspacing="0" border="0">
<FONT COLOR="#ffffff">Instructions<FONT COLOR="#805b3e">

needs to be above this
