How do I set the permissions to the config file

I have the shop installed via Fantastico De Luxe provided by my host company. Going to my home page i get the s tore with the following error at top of page:

 

Warning: I am able to write to the configuration file: /home/earlsstu/public_html/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.

 

I had no idea of what ot set the permissions to so asked host support and they said 755. no luck. Looked around at several different things on knowledge base and found 777, and 704 no luck. Tried 706 and 707 just for grins and giggles. no luck. The error remains no matter what I change the permissions to. I am working on the includes/configure.php file. I see there are a couple of other config files in other folders. Is this the only file I need to change and if so what should I be using. Also why isn't it changing?

All files 644 (except the 2 configure.php files)

 

The 2 configure.php files in "public_html/includes/" and "public_html/admin/includes/" folders are 644, 444, or 400 whichever makes the warning disappear.

 

Use your host's cpanel to change permissions. FTP soemetimes doesn't work.
