Desperate Noob needs advice

Hi all,

 

We are getting an OSCommerce store built, but having some issues with the developer when it comes to shipping. Essentially what we are looking for is:

 

1. Customer selects "region" on entering the site (UK (£), Europe (€), Rest Of World (US$)) - they can do this no problem

 

2. Customer bill-to/ship-to countries are limited by "region" selected (eg: can't pick USA ship/bill-to for UK region) - is there an add-on for this?? Is this standard in OSC??

 

3. Shipping rates determined by "Zone". ie:

USA, Canada - Zone 1 $15.00

China, India - Zone 2 $25.00

France, Spain - Zone 3 €10.00

UK - Zone 4 - £6.00

 

Note, one region can have countries in more than one Zone (ROW has Zone1 and Zone2 shipping destinations)

We just want a single flat rate per zone. There were 19 pages of add-on modules, but not sure which one(s) would be best for us to use.

 

I think this is standard, but have been told it is a complex customization? Can anyone shed some light on this, as it looks like from the OSC material out there that this can be done, just the currency could be a problem as apparently OSC only supports fixed rate conversions and not "absolute" price lists in different currencies.
