Look in the newspaper, they go for about $50 here. Simply drop a linux distro on it. It is not hard. Hotscripts.com offers installation scripts that install the lot. Then you have a FULLY FUNCTIONAL webserver at your disposal. There are also several free PHP ISP's but I have never come across one that was good. They're all crap IMHO.
