Because of this the goverment want me to take the payment at the time the goods are shipped where as currently with my OS Commerce solution payment is taken during at the end of the order. Sometimes called 'Authorize only' you can later 'capture' the charge at the proper time. Most of the time, look at your payment processors merchant panel (or whatever they call it) and select Auth Only as the transaction type. RTFM.
