Javascript for mouseover buttons

I have done this before but can't seem to get it again. If you visit http://paintballwarehouseny.com/header.html you will see what I would like to incorporate in my site as the header for each page - this is 2 javascripts - on that does the mouseovers and the other adds the sound. Can someone tell me where to add the javascript so it works on all pages?
