I've just installed 2.2 on a windows machine running server 2003 and iis 6. I'm running mysql 5 and php 5.2.

 

My issue is that I don't seem to have an interface for my admin panel. Normally it is a nice blue interface with images etc, instead I'm just getting plain text.

 

I've tried re-uploading and re-installing but to no avail. The files and folders on the server are a 100% match to the files and folders in the catalog folder straight out of the oscommerce.zip.

I would be very grateful if anyone could assist me in troubleshooting this. I had no luck finding an answer to this problem using the search function.

If after a couple of browser refreshes it does not clear up I would have a look at the /catalog/admin/includes/configure.php file. If you want to post it here post it without altering it but only post the contents down to but not including the database information.
