Base 64 questions

My paypal_standard.php file contains:

 

$signed = base64_decode($signed[1]);

 

This does not appear in any of my other files. Site has been secured to the point of installing IP Trap and Changing name of Admin folder, plus have htaccess files in appropriate folders.

 

Security breach or no ?
