Require purchasing of one item before allowing purchasing of other item

I am trying to create a way for people to register for an event and once they have, they can purchase other products based on that.

 

Example:

 

Conference registration Required

 

Conference dinner Optional and a person can buy 5 dinners if they want to bring other people. However, they can not buy tickets unless they have registered for the conference.
