More tax woes

OK, I've got my store pretty much set up, with the exception of tax. My issue (like others) is that I can either charge tax on everyone or noone. Where I see my problem differs is that somehow the customer registration doesn't include a state field, so I don't see how the calcs can determine yes or no if there is no state on the shipping address. Do I need to solve the mystery of the missing state field and that will fix my tax woes, or are my problems unrelated. Also, any insight on how to do those things would be more than welcome. Fighting with Paypal API stuff, etc. has already worn me thin, so please be nice. I did search before asking.

In Customer Details is the State field a required field?
