Paypal payments not completing

Hi, I have another friend that has an oscommerce site, that is not completing payments/order when it goes to paypal. It's the newer release so it writes the order shell out BEFORE it goes out to paypal. A couple of us have tried to get it to fail, but haven't been successful.

 

To be clear, this is not the problem where you receive the payment and not the order. It is the opposite. You have an order written out with no order history and receive no payment.

 

Any help would be appreciated.

 

P.S. I accidentally put this post in the wrong forum, so I am not intentionally posting in multiple forums. I will try to get rid of the other and at least put a note in it to reply here.
