If you are wanting to make it so a comment can be added to any product, then you would need to install the Imprint Text or Attribut Option Type contribution (see My Addons for the first one). If you want the customer to be able to ask a question before ordering, then install either the Request A Quote or Quote contribution (see My Addons for either).
