Multiple shipping rates

Hi everyone

 

I need a shipping module to use within South Africa - currently using SAPO addon but not much of use

 

The need is one that will actually calculate shipping rates - per area or town or area code - if possible included volumetric size above weight or greater functions

As it stands now the same shipping rates applies to customers 1000's KM's away

 

UPS and other shipping modules is not available in SA

 

I've tried a few others out but no luck in configuring it in that way

I prepared an area and postal code list to insert into the database if needed

 

Any help/recommendations please
