New account requires State/Province for non-US customers

I noticed that when creating a new account, on the 'Your Address' section the field 'State/Province' is always required, even though the customer chooses another country than USA.

 

To my knowledge the State/Province is mainly used only in USA, and many commerce sites like amazon.com disable this requirement when a customer chooses a country other than USA. Requiring it from all users might lead to unfinished orders.

 

I suggest that the 'State/Province' should only be a required field when the selected 'Country' is United States.
