Free shipping by Mfr?

Is there an addon or contirbution for free shipping by manufacturer?

 

Some of my vendors have a MAP and I would like to try to offset the cost for the customer a bit by offering free shipping on their items.

 

I really don't want to make a separate category for the manufacturers that are affected.
