Postage for UK and worldwide

Hi is there any way i can set postage up so i can charge free post and packing in the UK and then maybe 3 rates for the rest of worldwide say 1 rate for europe, 1 for austalasia,1 for americas, ive just been looking at the shipping module and i'm baffled by it especially the zones thing because all i keep getting in there is florida.

 

can someone tell me a workaround for this please
