Multiple tax rates: state, counties AND cities

I just can't get clear on how to set up the zones and tax zones for New York although I've scoured this forum and the web. And, I've used osC before and haven't had such problems. Unfortunately, New York, along with other states, introduced our lovely, very complicated tax system a couple of years ago.

 

I can set US and NY items for "My Store" and New York is already set up as a zone.

 

What I don't know is how to 1) set up the counties and then 2) the cities in those counties that have their own tax rates, 3) how all these connect to New York at the state level, and 4) how to use the priority system in this scenario.

 

Could someone give me a simple outline of how to do this? (And maybe understand it a little?)

Yes same issue. I need to set-up taxes for 2 states. Anyone have detailed outline of this. Thanks2
