Quote for shipping above certain quantity

I have a client who sells canned products singly and in cases of 24. I want to set the shipping charges by weight per can, but when the amount reaches 24 or that weight equivalent, it automatically becomes a case and triggers the quote for shipping option. I have the Quote for Shipping module installed, but I'm having difficulty applying it in this way.

 

Any help would be appreciated.
