Paypal Check out error

I need someone to help me verify that my checkout is working at the point of transition to paypal. I keep getting the error - "We were unable to decrypt the certificate id." when I use live or sandbox. I have uploaded my public cert to paypal and downloaded paypal public cert to my site ok.

I called my provider and they tried checking out and say its going through from their end. I need someone to help me verify:

At the point of checkout_confirmation, clicking "confirm order" should take you to paypals "https://www.paypal.com/cgi-bin/webscr" without error.

 

Anyone help appreciated.
