Where do I change the text (Like flat rate and best way) on the checkout page?

Here is the text you are looking for stored:

 

includes/languages/yourlanguage/modules/shipping/zones.php. (+ filenames of other modules)

define('MODULE_SHIPPING_ZONES_TEXT_TITLE', 'Zone Rates');

 

Change the text putting attention not to remove the ' zone rates '
