Inserting a "Special Product" where "What's N

I would like to offer a "special product" in the top center where the "What's New here is on the main front page and then lower that "What's New" and login text down beneath it a bit. I am looking at copying the code from the Special info box and inserting it somehow. I currently am using Dreamweaver by the way. Any pointers would be helpful!! Thanks

I did a search by the way and didn't locate what I was looking for.
