Can receive emails but not send them.

I don't understand how my website can receive emails
I'm not sure what this means. Are you saying that customers can use the Contact Us form to send you emails that appear in your regular email client? But you can't use the tool in admin to send emails back to the customer? Have you tried registering the address that receives the Contact Us emails as a customer and sending mail to it with the admin tool?

Always back up before making changes.

Yes I have. And I'm saying if a customer sends an email to admin@mywebsite and I reply, they never get the response.

You are replying via the admin tool or your own mail client (ex. outlook, gmail, yahoo, etc.)?
