file ownership requirement - which are root?

I've changed my server and copied site across, added new SSL cert and changed settings in both config files but calls for catalog/admin bring up http not https catalog/admin - I then added line to dothtaccess in admin to add - SSLRequireSSL

ErrorDocument 403 https://www.mysite.com/catalog/admin/ and can now connect to https catalog/admin but no links within it work - has anyone come across this before - only thing I can think of is are there files/folders copied from my previous server that I should change or check ownership/permissions on and if so to what - very confused any help appreciated.
