Change the layout in checkout_confirmation.php

In right table of the billing Information box i would like it to say:

 

Sub Total: 3000$ (Without tax)

Shipment: 100$ (Without tax)

TAX 25%: 775$ (Both Sub Total and Shipment taxes)

Total: 3875$ (Total price with Tax)

 

The problem is that I want the TAX row to include all taxes, not just the product taxes. This is osc default:

 

Sub Total: 3000$ (Without tax)

Shipment 100$ (Without tax)

Tax 750$ (Without shipment TAX)

Total 3875$ (With all taxes included)

 

Do anyone know how to fix this. Do I alter the Code in the Order_total.php or is there a better way?
