Installing on a Windows XP Machine

I installed the store on my XP machine to create a development server. When I try to login to the admin using the localhost hyperlink it just keeps returning me to the login screen even though the username and password are correct.

 

I have PHP Version 4.4.4 and MySQL 4.1 installed on my machine.

 

I have the config file set as the following:
