why can't i upload a contribution

i've tried like 20 times now to upload the same package over and over...you have a bug on the contribution upload...here are the screenshots, although i completed all the fields:

i am trying to upload a 4 mb premium free template for oscommerce...please help

i uploaded a 10kb image file and it's working...why the 4mb one doesn't want to?

anything over 300k needs approval

Hi Jan...i managed to get it uploaded...i first put the files in a rar archive and then in a zip one to be smaller...is that bad? i also uploaded the license from oscommerce so everything is good...please let me know if the file has any problems..thanks
