Zone rates module

For some reason when a customer places an order the following message appears : Zone Rates The shipping rate cannot be determined at this time €0.00 . I have gone through the module numerous times and i cannot find the problem, all the weight / cost fields are accurately completed and it is driving me mad :wacko: I have activated 'flat rate' but this really is not a sufficient 'cover all'

 

Can anybody help me?
