Shipping Zones

Hi, we'd like to use the zones module with a combination of Countries and US States, instead of just countries. Can this be done with the existing module or is a modification needed?

 

For example:

 

Zone 1 - WA, CA, AZ, NM

Zone 2 - FL, GA, LA, NC

Zone 3 - (some country ISO's)

Zone 4 (some other country ISO's

 

I hope this can be done.
