what is the best solution to this shipping method ?

I am totally new here and to osc too , and i want to know what is the best solution to the shipping i want to use :

 

i am having zones like this :

 

zone 1 ( country 1 - country 2 - country 3 - ..... country n )

zone 2 ( country 4 - country 5 - country 6 - ..... country n )

zone 3 ( country 7 - country 8 - country 9 - ..... country n )

zone 4 ( country 10 - country 11 - country 12 - ..... country n )

.

.

.

zone n ( .... etc )

 

when user from any country in zone 1 buy a product that weight under 500 gram i will charge him like 5 $ for shipping

 

when user from any country in zone 1 buy a product that weight from 500 to 1000 gram i will charge him like 15 $ for shipping

 

and the shipping charge will change according to the zone ,

 

so i have zones , weight ranges , shipping fees .

 

sorry for taking so much and thanks for your patience .

 

i wish i make it clear , so , can any one please tell me what is the solution for this
