I'm not a HUGE expert in this, but I'd say it depends on how often the search engines send spiders to the external sites. If they are active, popular sites, it will take less time than if they are new or obscure sites themselves. I'd estimate the range to be anything from a couple of days, to a month.

 

Perhaps someone else might give you a more specific estimate.

there are so many factors its impossible to say, are the links relative to your site, are they paid (bad if google finds out), page ranking of linking site, are the links set up so google can find them and so on...

so basically it has nothing to do with my site getting index, it's more about those sites getting indexed where i have submitted my link,

Yes, that's how I would understand it - and, as Spooks said, incoming links are more effective if they are from sites with similar content to yours ("relevant" sites). I forgot about that myself.
