Checkout button goes back to shopping cart.

Can someone tell me why the checkout button goes back to the shopping cart, instead of going on to the next step in the order placement. Can someone tell me how to fix this.

I seem to be having the same problem. It is seems to be only when a new customer has just created an account goes to checkout but is not logged in yet. Instead of going to the login page, it thinks that the user has nothing in their cart, but they do. And it sends them right back to the shopping cart.

 

I am using version 2.1 and I know I should be using the newer one, but I have already spent 3 months on 2.1 customizing. So if anybody knows how to fix this that would be great.
