Paypal Standard Installed, but Admin says not Installed

While answering the other posts I realized that the new site (rc2a) Standard Paypal Module is installed but admin looks like it is not installed.

 

It's definitely installed, because it's showing during checkout, routes to Paypal and shows a sort order in admin.

 

In admin instead of showing "remove" it shows "install". If you try to reinstall it, it just flashes and does nothing.

 

The other modules seem to be okay (including other paypal modules).

 

Any clues?

 

I never have anything like this on the 2.2 site so I'm am baffled (what else is new).

 

Any help is appreciated.

 

P.S. I did try to reinstall the standard module but that didn't help.

Also, the module is showing up in the configuration setting.
