city, province, country - just those 3 zones

I want to set up 3 flat-rates of shipping for 3 areas - local city, local province, and anywhere else in the country. The zone system looks like it might work but has no way to set a city as a zone . . . at least not that I can see. What is the best way to set this up?

Even if it is one code flat fee for the local city and standard shipping by weight to the rest of the country that would be fine as well. Anyone have any ideas? Do I need 2 shipping modules to do this . . . . respecify my zones . . . . a diffenent module altogether???

 

This is the last bug I need to work out before I can go live. Any help would be appreciated.
