There are 2-3 things that you should do to fix this and prevent it from happening to your customers.

1. Choosing a shipping method

Log into your admin panel, and in the Modules directory, choose shipping. Select a shipping module to bring up the appropriate info box. Click "install" to set up your shipping method. Unless you want to integrate directly with a shipping company (and use product weights, etc, etc), I recommend either using a "per-item" or "table rate" shipping method. Unless you ONLY WANT to ship to one specific area, don't select any zone.

2. Configure your zones and localities

In "Locations / Taxes", make sure all the countries you want to do business with are created under countries. Then, under zones, make sure that all the applicable zones (provinces or localities) for that country are there. If the zone isn't created, then your customer won't be able to order from there. If you need to charge sales tax, make sure the tax rate is set up for each zone (if this isn't already there, you may need to do some researching).

3. Configure "your store"

Under the configuration tab, select "my store". Make sure that your country and zone are correct.
