Payment Methods not showing

I have recently installed on a test server a template using OSC v2.2 RC2

 

I activated the Paypal Website Payments Standard (sandbox), Paypal Express (sandbox), and Credit Card.

When I checkout, no payment method shows?

pwd: testing
