How to apply free shipping coupon code to Parcel Post only

I have searched through 61 pages of posts and dozens of contributions but I can't find answer to this.

 

I want to be able to create a coupon code that offers free shipping on just the basic level of shipping.

I am using USPS so that would be Parcel Post for me.

But when I create a coupon code for free shipping it applies free shipping to express mail and overnight.

How do I get it to only apply to Parcel Post.

I know there has to be a fix for this... right?

 

Please help.
